Guideline Management Services is proud to have led the transformation of Stephen Woodring Park, a project that earned Harris County MUD No. 71 recognition as a 2025 Sustainability Stars Honoree by the West Houston Association. This award highlights regional projects that exemplify resilient, efficient, and forward-thinking infrastructure design in support of long-term livability.
Guideline oversaw the park’s $4 million redevelopment from planning through construction, including the replacement of aging equipment, installation of new amenities, and expansion of parking to meet growing demand. As part of a future-phase municipal water reuse initiative, the park is designed to support the use of reclaimed water from the splash pad for park irrigation, advancing long-term goals for conservation and resource efficiency.
Stephen Woodring Park reflects both environmental responsibility and local pride, revitalizing underutilized land into a welcoming public amenity that celebrates nature, wellness, and sustainability. The Sustainability Stars Award celebrates this transformation as a benchmark of sustainable infrastructure that aligns with WHA’s mission to encourage high standards of development and improve quality of life across the West Houston region.

Guideline Management Services played a key role in Fort Bend County Levee Improvement District No. 2’s (FBCLID 2) efforts to improve floodplain management standards, which earned recognition through the John Ivey Higher Standards Award from the Texas Floodplain Management Association. Our involvement included strategic planning, project management, and community engagement in support of an $85 million capital improvement program.
Within five years of Hurricane Harvey, FBCLID 2 successfully modernized its 40-year-old drainage system, including construction of the André D. McDonald Stormwater Pump Station. This state-of-the-art facility significantly enhances the district’s flood response efficiency, with the capacity to move over 1 million gallons of water per minute, helping to reduce flood risks during extreme weather events.

We helped ensure the success of this critical infrastructure project by addressing severe erosion risks and safeguarding a major evacuation route serving over 25,000 daily commuters.
