Mr. Michael E. Stone has over 35 years of experience in all phases and types of construction management in both the public and private arenas. In this role he has managed multiple projects and project managers, and has been responsible for negotiating contracts, resolving disputes, and dealing with owner clients, public agencies, and various boards, commissions, and committees. He has worked in both traditional design-bid-build and design-build arenas. Mr. Stone has a wide range of experience from public infrastructure projects to industrial process projects.
Mr. Stone is a graduate of Texas A&M University with a degree in Agricultural Economics. He is a Certified Floodplain Manager (CFM), a Professional Project Manager (PMP), and a planning and scheduling professional. He served for ten years as the President of Fort Bend County Municipal Utility District No. 106, and on the Board of Fort Bend Levee Improvement District No. 11, and the Fort Bend Flood Control and Water Supply Corporation Boards.

Phillip Smith joined Guideline in 2019 and serves as President. With over 18 years of experience managing complex, high-volume projects across infrastructure, municipal services, and creative operations, he leads with a focus on execution, efficiency, and delivering measurable results. His experience is supported by 14 years of MUD board service, including a current role on an active board, and 15 years in marketing—offering clients a well-rounded, strategic perspective.
Phillip has led major infrastructure projects with a combined value exceeding $130 million and has played a central role in the development and oversight of public infrastructure budgets totaling more than $100 million annually. He works closely with contractors, consultants, and governing bodies to ensure that both funding and execution align with client priorities and support the successful delivery of critical initiatives.
A graduate of the University of Louisiana at Lafayette, Phillip is recognized for building practical systems and refining internal processes that improve performance, reduce costs, and streamline operations. His areas of expertise include project management, GIS technology and geospatial data management, visual communication, and the integration of technology to support more effective service delivery.

Mr. Phil Martin joined in 2013 and is currently serving as Executive Vice President with 18 years of experience in public administration, operations, and project management. Before joining MSA Mr. Martin worked as Park Superintendent for the City of Sugar Land and as Operations Manager for First Colony Community Association. He currently serves as the General Manger for Fort Bend County Levee Improvement District No. 2, 7, and 15. Mr. Martin is also the Vice President of Brazoria County Municipal Utility District No. 82.
Mr. Martin graduated from Texas A&M University with a degree in Recreation, Park, and Tourism Science. He is also a Certified Floodplain Manager (CFM) and Certified Park and Recreation Professional (CPRP). His areas of expertise include GIS mapping and data collection, public communications, project management, and budget administration. Mr. Martin is also a member of the Texas Floodplain Management Association and has presented flood control projects and planning at state and national conferences.

Mr. Wailes studied Aviation Science at Spartan School of Aeronautics, and graduated from Westwood College of Aviation as a certified Airframe and Powerplant Mechanic. Mr. Wailes has extensive experience in aviation maintenance, marine maintenance and community management. His areas of expertise include asset, landscape, and parks and recreation management and operations. Mr. Wailes is also a member of the Texas Recreation and Park Society (TRAPS), as well as the Community Association Institute. Mr. Wailes currently serves on the Agriculture and Horticulture Advisory Board with the Fort Bend Texas A&M AgriLife Extension Service.
